Org. Setting and Reporting
This position is located in the Office of the Special Envoy of the Secretary-General (OSESG) on Myanmar, currently based in Bangkok, Thailand.
The Office of the Special Envoy supports the implementation of the Secretary-General's good offices General Assembly mandate on Myanmar.
Under the overall direction of the Special Envoy, the incumbent will report to the Head of Office and, as relevant liaise with colleagues in the Resident Coordinator's Office in Yangon, with regional offices, including the DPPA Liaison Office in Jakarta, with the Asia and the Pacific Division in the Department of Political and Peacebuilding Affairs in New York and others.

Responsibilities
Under the direct supervision of the Head of Office and the overall direction of the Special Envoy, the Gender Advisor will be responsible for the following duties:
- Leads the development of and continues consultations with the WPS Platform on Myanmar initiated by the Special Envoy, in close collaboration with UN entities and relevant partners on the ground, including women leaders, women youth leaders and women CSOs.
- Gathers, selects and analyses information pertaining to political, security, human rights and socio-economic developments including in particular as they relate to WPS issues concerning Myanmar and the region.
- Keeps abreast of latest trends and developments in the area of assignment and provides inputs and advice on WPS to the Special Envoy and to senior officials and colleagues in the mission.
- Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the good offices mandate of the Secretary-General's Special Envoy.
- Conducts substantive research and analysis of gender issues related to the Mission´s mandate, utilizing analytical monitoring and evaluation processes, to ensure measurement of progress in gender mainstreaming in Mission´s activities.
- Prepares contextual information materials such as daily updates, political profiles and inputs for monthly reports and the annual Secretary-General's Report on Myanmar.
- Collaborates with UN Agencies, Funds and Programmes that have complementary mandates as appropriate for the promotion of women and girl's rights; coordinates with other UN agencies through participating in relevant regional or country-level mechanisms.
- Maintains contact with other sectors of the UN, other international organizations, Civil Society Organisations, local academia/think tanks, regional partners and governments.
- Monitors actions taken by other UN entities, government and non-governmental organizations.
- Selects, classifies and stores in computerised databases information relating to peace and security issues in Myanmar and the region.
- Participates in fact-finding and other field missions within assigned area of responsibility.
- Prepares meetings of the Special Envoy on Myanmar, including through the drafting of talking points, speeches, background notes, correspondence and other materials and ensures WPS is mainstreamed in all products.

Education
Advanced university degree (Master’s degree or equivalent) in Gender Affairs, Political or Social Sciences, Human Rights Law, International Law, Development Studies, or a relevant discipline is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area from a gender perspective and/or on development and gender issues is required.
Experience in working on WPS/gender issues in a special political mission context is required.
Experience in or on Myanmar or the region is required.
Experience in a field setting is required.
Experience in working with women’s organizations in Myanmar is desirable.
Experience with women’s advisory boards is desirable.
Experience in inter-agency coordination is desirable.
Experience in working on WPS/gender issues in a special political mission context is required.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Burmese or any other language spoken in Myanmar is an asset. Knowledge of another UN official language is an advantage.

This is a temporary position and will initially be available for 364 days. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment.
