Summary:

The work schedule for this position is: Full Time (40 hours per week)

Duties

Provides IT support on four computer networks managed by the Registry at USNATO. The incumbent ensures the correct functioning of all equipment and software associated with the networks, including updates based on changes in technology and the introduction of new hardware/software. The incumbent also provides cross-boundary support between NATO and Department of State (DoS) networks. Must be able to obtain a DoS Secret clearance and a NATO Secret clearance.


Cross-boundary support


The incumbent ensures that necessary documents on the Athena network are migrated securely to the Department of State classified network. This must be done at least every hour or as requested by users. Documents can only be printed within the Registry to ensure each document is recorded, tracked and numbered so that return and follow-on destruction of NATO Secret documents can be verified.


IT Support


As a Network Administrator, manages network operations and infrastructure support for the USG networks NIPR and USBICES, as well as the NATO-specific networks Athena and Magellan, to support the U.S. Mission to NATO (USNATO) staff. Configures equipment and ensures that both software and hardware meet DoS standards and Diplomatic Security (DS) requirements. Directly responsible for management and life-cycle replacement of over 150 computers, printers, switches, and servers with a combined value of $750,000.


Main responsibilities include but are not limited to:


a) Maintain domain security; b) Oversee trusted and trusting relationships; c) Manage local policy configurations; d) Manage server configurations; e) Create user accounts and groups and configure domain accounts and profiles; f) Monitor system performance and optimize performance on networks wherever possible; g) Troubleshoot systems; h) Schedule and perform routine maintenance; i) Apply prescribed security measures to audit the systems; j) Schedule and perform server backups; k) Provide infrastructure support to install or repair network connections


Desktop Support Services


The incumbent is responsible for providing the highest level of technical assistance in resolving complex or sensitive issues for users. This includes but is not limited to:


a) Configure and test equipment to be placed in service; b) Train users on access to NATO documents on both the Athena and DoS classified networks; c) Troubleshoot and resolve access issues for users; d) Coordinate with Washington, DC technicians for issues that involve the DoS SharePoint site and/or Registry office in the EUR/IO Bureau.


Perform any necessary interface with embassy or USNATO support offices in meeting user needs, e.g., requesting new cabling or electrical outlet installation; make recommendations and procure hardware solutions compatible with the existing networks; evaluate overall functions of the network client PCs. Works with IMC staff in other sections to resolve day-to-day problems; researches unique problems and tries to find solutions or workarounds.

Qualifications and Evaluations

Requirements:

EXPERIENCE:


Minimum 1 year of progressively responsible experience in the information technology field, involving PCs or MACs and Local Area Networks (LANs) within the last five years. Work experience must demonstrate a knowledge of a MS Windows operating environment.


JOB KNOWLEDGE: Must possess practical knowledge of basic network support, i.e., installation and configuration of computers and printers. Ability to create and manage user accounts; assist with troubleshooting and restoring network outages. Must be aware of industry standards, trends, and emerging technologies. Ability to analyze and diagnose network components, using available tools, utilities, or standard procedures.

Education Requirements:

Completion of secondary school. Technical training in operation/administration of LANs (preferably in a Windows LAN environment), applications, and other network tools. Work experience can be substituted for formal training.

Evaluations:

LANGUAGE: Good working knowledge in English. This may be tested


SKILLS AND ABILITIES:


Excellent Interpersonal and customer service skills required for working in person, via phone and via email with approximately 150 network users and 400 APO clients. Basic computer skills to support troubleshooting, imaging computers, and servicing printers. Ability to safeguard classified information, material, and equipment. Ability to work independently and be resourceful in providing support services. Ability to maintain good organization of inventory and packages.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
