The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:
- Delivering security of energy supply

For 2023, our priorities are:
- Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.

Job description
The role and our team
You will be part of the Finance Systems team. We use Digital methods to serve Finance customers, making this a great role to gain exposure at the interface of two Corporate Services functions. Our applications are used by two Departments; Department for Science, Innovation & Technology and Department for Energy Security & Net Zero to create a single source of the truth for Finance data. This data is used to inform decision making across the Departments and used to report the performance of the Departments to the Treasury, Parliament, and the public.
The Finance Systems team is split into two sub-teams, you will sit in the technical team. The technical team is responsible for architecting, building, and supporting applications which feed into two data sources, an SQL database, and an IBM multi-dimensional database. You will work closely with the Business Partnering Teams.
This is an exciting new role in the context of our expanding shared service that, following the BEIS machinery of government announcement by the Prime Minister in February, supports a growing number of Departments.
As the Business Intelligence Business Partner, you will lead on supporting our Shared Service users to get the most out of their Finance data. This will be supporting the Government Finance Function’s objectives on ‘leading practice’, ‘insight’, and ‘planning, risk and performance’.
You will design, build and maintain data visualisations and dashboards that meet our users’ needs. You will work with all of our Finance data, and having understood its purpose and structure, develop new models and maintain and enhance the existing ones in support of the reporting needs of all of our stakeholders. You will work with our developers to structure our data optimally for our users and tools, and you’ll be a champion of data-based insight and data visualisation.
You will be working in a small team of software developers, who work with our finance business analyst and a stakeholder support team. This new role will give you a degree of autonomy in getting the most of our Finance function’s data.

Key responsibilities
Build, maintain and enhance Finance data models, reports and dashboards, according to user needs
Provide training and support to data champions and users across the Finance function on the use of our reporting and automation tools as well as our data models, reports and dashboards
Document data catalogues and data flows, and write guidance on operationally important data models, reports and dashboards
Perform and support data quality improvement and data stewarding
Support data and reporting governance
Identify and deliver on efficiency and/or risk reduction opportunities
Skills and experience
You can demonstrate, from your experience, the ability to:
- Build productive and sustainable partnerships with business, digital, and other central support teams
Build the capability of other teams to use data and visualisation tools
Create effective data visualisations
Understand data structures and their purpose
Articulate the purpose and value of data governance to business stakeholders
Understand how tools such as Power BI and other data platforms can be used to deliver business benefit
You have knowledge of the Finance function and common types of Finance data
You have a willingness to learn and develop your data and reporting skillset, as well as maintain your Finance knowledge

- Visualisations and data. You love building simple and effective data visualisations that answer users’ questions and provide insight. You are data literate. You are comfortable using Excel, can build models and you understand the value of well-designed tables and metadata. You know what a database schema is and can relate a schema to what matters for users.
- Finance reporting. You have worked in a Finance environment, ideally in central government as an accountant. You are familiar with double entry and common Finance data sets, including how Finance data relates to the major components of a typical Finance function. You know the practical types of reporting that are common to Finance.
- Finance systems. You have worked with a large finance system, preferably in a role that requires some knowledge of the conceptual structure of the system and finance data.
- User focus. You can collaborate with user researchers and represent users internally. You can explain the difference between user needs and the desires of the user. You can champion user research to focus on all users. You can offer recommendations on the best tools and methods to be used.
- The big picture. You are comfortable thinking about strategy, particularly long-term trends in Finance data and systems. You have familiarity with the Government Finance Function’s strategy and objectives and the overarching government strategies and roadmaps for Digital and Data.
